Support and coordinate project‐specific consultation and engagement programs as well as local community events. Develop and maintain regular communications tools, grievance mechanisms and relevant action plans. Build and maintain stakeholder relationships to continuously improve relationships, develop outreach to facilitate community interaction and seek mutually beneficial solutions in community initiatives. Present information on relevant activities of the company to appropriate organizations, communities, and other stakeholders as required. Track issues, concerns, and interests identified by communities and other stakeholders for appropriate follow‐up. Provide support to any external consultants or other parties appointed to conduct specific community relations or stakeholder engagement related tasks for the Project. Maintain applicable environmental and social records as required by the ESMS (e.g. incident registers, NCR reports, corrective action reports, grievance register. Ensure monitoring programs are implemented by qualified personnel and report the results to the Project management for review and as a basis for continuous improvement. Display and monitor site bulletin boards to ensure they remain ‘live’ and ‘up to date’ with relevant social information. Coordinate, plan, formulate social induction training to all project personnel (including subcontractors) as well as regular toolbox talk environmental training sessions. Act as point of contact for any sub-contractor about social issues. Ensure that each sub-contractor is aware, compliant and implements the requirements of the ESMPs. Review subcontractor’s personnel, qualifications, competency, and social performance and Undertake regular internal ESMS audits to assess compliance and implement corrective & preventative actions – audits are to include all subcontractors at the project. Minimum Competency Requirements Degree in social sciences, environmental sciences, economics, rural development or equivalent. Minimum 4 years’ experience in heavy industrial projects as community relations or social manager. Perform general site assessments to accurately identify vegetation community, dominant plant species, and wildlife observations. Working independently and taking responsibility for robust surveys, conducted safely, and producing high quality reports and other deliverables for review by technical specialists. Preparation and presentation of technical reports, presentations. Minimum Competency Requirements University degree (or equivalent) in biology, ecology, environmental sciences, environmental studies or a related discipline Minimum 3 years of total project/consulting/regulating/related experience (minimum 5 years for senior role) as ecologist or biodiversity expert. Knowledge of ecosystem sciences, terrestrial ecology, ornithology, and environmental planning Knowledge of environmental assessment methods, and application environmental legislation in Uzbekistan. Ability to communicate effectively in Uzbek and English (as a minimum) and desirably other languages applicable to the project. Experience or demonstrable ability to undertake site-based environmental and biodiversity action plans in accordance with International Standards (IFC, EBRD and ADB). Ability to undertake and interpret the outcomes of biodiversity monitoring programs. Review E&S records/documents gathered/prepared by the EPC Contractor / O&M Company. Advise management on matters pertaining to the environmental and/or social elements Liaise with regulators and/or other authorities on environmental & social matters Be responsible for communications regarding environmental and social reporting and any thirdparty audits (e.g. periodic monitoring as required by the projects lenders) Conduct regular site tours that include a specific focus on E&S elements Stop any unsafe activity which is not compliant with environmental legislation or lender requirements, and correct such work practice and/or conditions before allowing work to resume/commence Oversee investigations of environmental and social issues, incidents and non-conformances, corrective actions being undertaken by the EPC Contractor/O&M Company. As applicable, report those to the management/relevant authorities Manage the external (third-party) grievance mechanism, 2. Support Project Affected Persons (PAPS) due to economic or physical displacement to regain livelihood in a sustainable manner within the same or similar context while mitigating any negative impacts towards the company’s daily operations. Update (if required) and implement the Project’s management plans above in line with the designated resettlement areas. Participate in the establishment of a stakeholder plan for the PAPs in conjunction with the social team. Monitor and evaluate the respective management plans and projects started up for different PAPs within the license area.
