Project manager of Uzbekistan digital inclusion project

Background Uzbekistan Digital Inclusion Project is the first operation to support the development of the digital economy in Uzbekistan in line with the GoU’s “Digital Uzbekistan 2030 Strategy” and “Development Strategy of New Uzbekistan for 2022-2026". The Project will focus on the fundamentals for digital inclusion, including digital jobs creation for youth, including women and persons with disabilities. The priority for the Project is the creation of new digital jobs in the ITES segments, particularly targeting regional areas. The proposed Project would contribute to the larger goal of building greater economic opportunities, creating more and better jobs, and facilitating private sector-led economic growth as indicated in the NDS. The Project will include gender-disaggregated indicators in the results framework with a target of 50 percent of the project beneficiaries being women. The proposed Uzbekistan Digital Inclusion Project is articulated around three main areas for intervention: policy, infrastructure, and skills. These components seek to (i) enhance the enabling legal, regulatory, and institutional environment for a vibrant and inclusive ITES industry and for the broader digital economy; (ii) develop digital and language skills among youth, women, and other vulnerable groups necessary for employment in digitally enabled service sectors (iii) expand infrastructure for ITES industry in the regions of Uzbekistan; and (iv) support mechanisms for promoting Uzbekistan as an outsourcing destination. ObjectivesThe Project Manager will be responsible for the coordination of day-to-day operations to ensure the implementation of the Uzbekistan Digital Inclusion Project in a timely, effective, efficient and results-oriented manner and in compliance with the Financing Agreement, the World Bank rules and legislation of UzbekistanScope of Work The Project Manager is expected to provide leadership and is responsible for the general supervision, management and control of the operations of the project implementation team on a day-to-day basis in accordance with implementation plans. The Project Manager shall undertake the following tasks: Coordinate and manage the implementation of the project. Review and report regularly to the General Director of IT Park on the overall progress and results against operating and financial objectives. Work closely with the project’s procurement, finance and legal teams to institutionalize and ensure the sustainability of the project’s deliverables. Provide strategic support and assistance in all administrative and financial areas as required and monitor cost effectiveness, implementing corrective actions as needed. Coordinate and ensure the effectiveness of procurement and financial units in line with procurement and financial rules and procedures. Ensure coordination and efficient integration of all project’s deliverables with other relevant projects funded by WB or other development partners. Coordinate the recruitment and human resource management of the Uzbekistan Digital Inclusion project personnel. Coordinate the development and update of the Uzbekistan Digital Inclusion Project’s Operational Manual (POM) when modifications or supplements to them are needed. Coordinate the development and periodic update, as needed, of the Uzbekistan Digital Inclusion Project’s Procurement Strategy for Development (PPSD) and Procurement Plan (PP). Coordinate the development and periodic update, as needed, of the Uzbekistan Digital Inclusion Project’s safeguards documents. Manage and coordinate operational aspects of the Uzbekistan Digital Inclusion Project implementation, as specified in the Project Appraisal Document (PAD) and the Financing Agreement, under the supervision of the General Director of IT Park and the Deputy Minister of Digital Technologies. Coordinate and ensure the efficient functioning of the Uzbekistan Digital Inclusion Project Implementation Unit (PIU) and consultants. Monitor the progress under the Uzbekistan Digital Inclusion Project implementation plan and procurement plan and ensure synchronization with the Government and project’s priorities. Coordinate the implementation/completion of the Uzbekistan Digital Inclusion Project tasks in a timely manner as to achieve progress toward the project milestones and propose appropriate adjustments, if necessary. Monitor, supervise and coordinate the work of the project consultants and specialists to ensure synergy and consistency between project activities across all components. Ensure efficient oversight of the work of the contractors and ensure timely delivery of deliverables and products. Coordinate the monitoring, evaluation and reporting process of the Uzbekistan Digital Inclusion project in accordance with the World Bank standard Project Implementation Status & Results Report (ISR) and the final Project Implementation Completion Report (ICR). Build, develop, and sustain cross-sectorial business relationships to support the implementation of the Uzbekistan Digital Inclusion Project and digital governance development agenda. Ensure successful execution and operational management of the Uzbekistan Digital Inclusion Project. Timing, Deliverables and Reporting The full-time assignment contract will be signed for a period of 12 months and could be extended beyond the original term subject to the Project Manager’s satisfactory performance. Roles and Responsibilities Manage and coordinate all social commitments of the Project in accordance with Project ESIA, ESAP, RAP, CDP and relevant ESMs. Lead the planning and budgeting for all community relations and stakeholder engagement activities, under the direction of the E&S Manager.
